La inquietud hab\u00eda surgido en 1865 durante la guerra del Paraguay, afirm\u00e1ndose posteriormente a ra\u00edz de la epidemia de fiebre amarilla. Desde su creaci\u00f3n la instituci\u00f3n extendi\u00f3 sus acciones a todo el pa\u00eds, brindando asistencia a personas afectadas por inundaciones, terremotos, epidemias y otras cat\u00e1strofes naturales o provocadas por el hombre.
